Mr. Liu is a graduate of Northeastern University (NEU). He majored in Computer Science and received Bachelor degree in 1980. He earned Ph.D. degree from Northeastern University in 1987. During his Ph.D. program, he joined a research program as a guest researcher at National Institute of Standards and Technology (NIST) of USA from 1986 to 1987.
    Dr. Liu started his career with Computer Network Engineering Research Lab of Northeastern University in 1988. He founded Neu Software Center in 1990, Neu-Alpine Software Research Institute in 1991, Neu-Alpine Software Co., Ltd. in 1993. He invested and built Neusoft Park, the first Software Park in China in 1995. He founded Neusoft Group in 1996. Began with only 3 persons and 3 PCs, Neusoft Group Ltd. is now a company with more than 4000 employees with three Neusoft Parks in Shenyang, Dalian and Nanhai City. Currently the company invests and holds more than 30 subsidiaries.
    Dr. Liu created many ÒfirstsÓ during his ten year career in Chinese IT history. He was the first Ph. Doctor who majored in Computer Application in China. Neu-Alpine Software Co., Ltd. is the first professional software enterprise to be listed on the stock market in China; Neusoft Park is the first National Soft Park in China, moreover it funded the first National Engineering Research Center; Neusoft is the first National Digital Medical Imaging Technology Research Center, Neusoft become one of fifth national innovation enterprises.
    As a leader and executive director, Dr. Liu plays a key role in national research projects, National Torch Project and State 863 Plan, etc. He has engaged in 46 national projects and more than 30 projects was awarded by the governments. He is not only a successful enterpriser but also a professor. He was invited to make a speech to primers of the country from the State Council.
    Dr. Liu is the Member of NPPCC, the Chinese representative ABAC of APEC, Vice President of Northeastern University, Director of National Engineering Research Center of Computer Software, President of Neusoft Co., Ltd. (originally Shenyang Neu-Alpine Software Co., Ltd.)
